Experts Discussed Prospects for Adopting the New Draft Constitution

On February 24, 2026, an expert discussion titled “The New Constitution of Kazakhstan – The Consolidating Potential of Society” was held in Almaty. The event was organized by the Institute of Philosophy, Political Science, and Religious Studies of the Committee of Science of the Ministry of Science and Higher Education of the Republic of Kazakhstan.
The discussion was attended by experts from the Institute of Applied Ethnopolitical Studies, the Kazakhstan Institute for Strategic Studies under the President of the Republic of Kazakhstan, as well as researchers from the Institute of Philosophy, Political Science, and Religious Studies.
In her speech, Luiza Uvarova, Director of the Institute of Applied Ethnopolitical Studies, noted that “the draft of the new Constitution strengthens the principle of equal rights and respect for Kazakhstan’s diversity. It sets a framework in which social harmony is based on justice, dialogue, and mutual recognition.” According to the expert, the draft Constitution represents a new stage in the development of social relations, reflecting the rich experience of consolidating Kazakhstani society and aiming to further strengthen peace and harmony.
Natalya Seitakhmetova, Chief Researcher at the Institute of Philosophy, Political Science, and Religious Studies, emphasized the importance of enshrining the principles of secularism in the articles of the new draft Constitution. She described these provisions as “smart secularism,” which “strengthens the values of civil peace, such as freedom of conscience, a culture of dialogue, and principles of tolerance. This value-based foundation helps society remain united while preserving diversity of views in the new ontological reality.”
The experts gave a positive assessment of the draft new Constitution, noting its constructive potential for strengthening harmony in Kazakhstani society.
