Head of State K.K. Tokayev has identified the rural agenda as a priority of national policy, bringing together in Astana an unprecedentedly broad range of executive officials, including 80% of rural akims.

Rustem Mustafin, Head of the IPhPR Center for Digital Social Sciences, commented on the reasons behind the new strategy of engaging with local administrators, the impact of direct elections of akims, and the strategic importance of rural territories for Kazakhstan.
