The Kurultai as a National Assembly was of great importance in the historical development of the Turkic and Mongolian peoples, who from ancient times adhered to steppe law and nomadic democracy as the core of political and social life. The most acute and urgent external and internal issues are considered at the forums, starting from the Great kurultai of The Times of Genghis Khan, Jochi Khan, and ending with such close gatherings of Kazakh Khans as Kultobe, Bitobe, Maitobe and today's National kurultai in Turkestan, Ulytau, Atyrau.

Such meetings were actually a golden bridge that strengthened the connection between the authorities and civil society. The kurultai was attended by representatives of the common people, as well as Khan, military leader, Ulama biys, poets and zhyrau.
