Despite the numerical superiority of female civil servants, the civil service itself focuses on the dominance of men in managerial positions. We are talking about the problems of gender equality with Zarema Shaukenova, academician of the National Academy of Sciences of the Republic of Kazakhstan, Doctor of Sociological Sciences, professor.

– Zarema Kaukenovna, according to official data, as of January 1, 2023, there were more women working in the civil service than men – 55.4%, but you still claim that the civil service is qualitatively essentially male. So there is still no gender balance? – President Kassym-Jomart Tokayev drew attention to the fact that a significant imbalance is observed among political employees, because less than 10 percent of them are women. It really is. At the beginning of last year, there were only 8.1% of women in the political corps, where employees who determine strategic directions of development are located (59 out of 726). Today, about thirty women participate in government: Chairman of the Constitutional Court Elvira Asimova, Deputy Prime Minister Tamara Duissenova, Chairman of the Supreme Audit Chamber Natalia Godunova, Minister of Culture and information Aida Balayeva, Minister of Health Akmaral Alnazarova, Minister of Labor and Social Protection Svetlana Zhakupova, nine Vice ministers.
