Experts Highlight the Constructive Nature of the New Draft Constitution
On February 24, 2026, an expert discussion titled “The New Constitution of Kazakhstan – The Consolidating Potential of Society” was held at the Institute of Philosophy, Political Science, and Religious Studies of the Committee of Science of the Ministry of Science and Higher Education of the Republic of Kazakhstan.

The event was attended by Luiza Uzarova, Director of the Institute of Applied Ethnopolitical Studies; Assel Nazarbetova, Head of the Almaty Representative Office of the Kazakhstan Institute for Strategic Studies under the President of the Republic of Kazakhstan; as well as researchers from the Institute of Philosophy, Political Science, and Religious Studies.

In her speech, Aigul Sadvakassova, Director General of the Institute of Philosophy, Political Science, and Religious Studies, noted that “the draft Constitution sets clear and understandable guidelines for social harmony, such as human rights and freedoms, the rule of law, and institutional accountability. The clearer the constitutional rules, the higher the level of public trust and institutional stability.”

Assel Nazarbetova, Head of the Almaty Representative Office of the Kazakhstan Institute for Strategic Studies, emphasized that “a comparative analysis of political management systems shows that sustainable political systems are built on a strong Constitution and clear ‘rules of the game.’ In this regard, the new draft Constitution submitted to a referendum has high potential to strengthen the rule of law and improve the quality of public administration.”

In turn, Anatoly Kosichenko, Chief Researcher at the Center for Religious Studies of the Institute, highlighted the importance of the new draft Constitution in strengthening the moral foundations of public life, such as “respect for human dignity, mutual responsibility, and a culture of dialogue. The positive role of religion lies in supporting spirituality, compassion, and solidarity, which unite people and help maintain social harmony.”

The experts gave a positive assessment of the new draft Constitution, noting its constructive potential for strengthening harmony in Kazakhstani society.
