Key Provisions of the Draft New Constitution Discussed by Expert Community

On February 21, 2026, in Astana, the expert platform “New Constitution: A New Architecture of Trust and Development” brought together members of Parliament, members of the Constitutional Commission, representatives of government bodies, the academic and expert community, as well as civil society institutions.
The event was organized by the Kazakhstan Institute for Strategic Studies under the President of the Republic of Kazakhstan in cooperation with the Public Policy Institute of the AMANAT party.
The format of the expert platform provided for open discussions of the key provisions of the draft new Constitution and their institutional, legal, and political implications.
• The opening remarks were delivered by State Advisor of the Republic of Kazakhstan Erlan Karin, who emphasized that the Constitution is not only the highest legal document and legal act but also a kind of social contract reflecting the values and strategic development priorities of the country.
The first panel session focused on political transformation, redistribution of powers among branches of government, and strengthening coordination and governance of state institutions.
The second panel discussion addressed the formation of new mechanisms for public participation and constitutional oversight, as well as enhancing the accountability of government bodies. Among the main speakers was Aigul Sadvokassova, General Director of the Institute of Philosophy, Political Science, and Religious Studies, who highlighted the role of the Kazakhstan Halyk Kenesi as a body that accumulates historical and institutional experience from various public platforms.
“Its potential lies in uniting public dialogue, expert discussion, and regional representation within a single institutional framework, capable of ensuring a more systematic expression of citizens’ interests and strengthening public trust,” emphasized A. Sadvokassova.
Also representing the Institute at the event were Deputy General Director Ermek Toktarov and Head of the Center Aidar Amrebaev.
