STATEMENT of the Institute for Philosophy, Political Science and Religious Studies following the nationwide referendum

On March 15, 2026, the people of Kazakhstan made a significant choice by supporting the new Constitution in a nationwide referendum. The high voter turnout of 73.12% clearly demonstrated the political maturity, civic responsibility, and unity of our society.
As representatives of the academic community, we view the adopted Basic Law not merely as a change in legal formulations, but as a profound transformation of values. At the core of the new state paradigm lies a human-centered approach — the absolute priority of the rights, freedoms, and well-being of every citizen. This constitutes the key foundation for building a truly “Just Kazakhstan.”
The academic community particularly welcomes the constitutional recognition of science, education, and innovation as strategic national priorities. This is a historic step marking the transition to a knowledge-based economy and ensuring the competitiveness of our nation in the global landscape of the 21st century.
The constitutional reform establishes an advanced and balanced political system based on the following principles:
1. Institutional renewal. The transition to a unicameral Qurultai revives the traditions of steppe democracy.
2. Stability and dialogue. The introduction of the Vice Presidency provides safeguards against political crises, while the establishment of the Khalyk Kenesi creates a channel for direct citizen participation in state decision-making.
3. Sovereignty and values. The Constitution reliably protects national independence, secular foundations, and traditional family values.
4. Response to contemporary challenges. The incorporation of “cyber-constitutionalism” norms ensures the protection of citizens’ digital data, while strengthening fundamental social and labor guarantees.
The scholars of the Institute for Philosophy, Political Science and Religious Studies fully support this constructive course. We are confident that the synergy of advanced science, strong political will, and the energy of the people will ensure the Republic of Kazakhstan’s steady development in a new historical era.
